This is Neo Dragon Warrior as a "Sailor Moon" character.

Here's a character summary from the creator:

Ceres is the name of my Dragon Warrior. I took colors of her warrior to reflect the Sailor attire.

Ceres is the age of 18 and comes from a different time line in Draken. Draken is a “Dragon Realm” within one of the dimensions of Hell. Except her home world is destroyed. She left her home world and went to the past ( Draken ) to try and find the source of the problem it occurs. Upon arrival she ran into her mother and father, including the advisor. Oddly, she does not know if she should inform her parents of what happened because things happen for a reason. Maybe she came to the past to live in a more peaceful time line; more then her own in the future. The only person she informed of this is the advisor.

She loves her mother and father. Deeply. But, she does have a hard time showing her love towards them. One thing for sure is, she definitely has a keen sense of knowledge and responsibility. Ceres is very hard to anger, yet when she is angry she goes into an explosion until the source of her anger is destroyed or resolved.

Ceres is a Dragon Princess. And because of this rank she is given a Dread Steed for her birthday by the name of Hellraiser. Hellraiser is the guardian of the River of Souls; and keeps the accursed river in check. He was created when the river became unstable with too many souls. So not only is it his duty to guard Ceres but he also keeps his eyes on the river. Furthermore, he is a Channeler.
